“The junior teacher (JT) working under SSA is paid around 27 thousand per month salary but those under RMSA get only Rs 15 thousand a month. There is so much disparity,” said a teacher.
He further added, “We are paid for only 10 months and we don’t get salary during school vacation. To make matter worse, we have not been paid salaries since January month. RMSA teachers are being shabbily treated by the education department.”
They have appealed to the state government to enhance their payment, pay 12 months salary and immediately release their pending salaries. RMSA scheme was launched in March 2009 by govt. of India with the objective to enhance access to secondary education and to improve its quality. Most of the teachers working under RMSA were hired in the year 2014.

City Police in major breakthrough, arrests kidnappers and bank robber
ITANAGAR, May 13: The City Police have arrested Md. Nizamuddin, 24 yrs, Md. Yusuf Ali, 28, Md. Sabbir Ahmed Choudhary, 22, Dado Mosi, 27, and Dari Raju alias Dari Chuksi, 30 years for their involvement in kidnapping incident.
They were involved in the abduction of Govind Sharma, owner of M/s B.M. Trade Agency on 6th April’2015 while he was driving back home from Nirjuli to Banderdewa.
The armed men forcefully entered his car and kept on driving aimlessly for about 2 ½ hrs and ultimately he was taken to Borsala, Assam. He was forcefully locked up in a room with his hands tied and his eyes plastered.
A ransom call for Rupees One Crore was made from victims’ mobile phone to his employees and family members. On receipt of the complaint, a case was registered at P.S. Naharlagun immediately for investigation. The victim was released after two days. Ransom money of Rs.50.00 Lakhs was allegedly paid.

ITANAGAR, May 13: The state unit of BJP today deferred its proposed 12 hour capital bandh which was called as part of the Jan Andolan movement against state government. Backtracking from its earlier decision to organize bandh call on May 15, BJP stated that it "does not want to bid farewell to the outgoing governor with a bandh call." Yesterday Arunachal Pradesh governor Lt General (retd) Nirbhay Sharma was transferred to Mizoram and he will be replaced by former Assam chief secretary Jyoti Prasad Rajkhowa.
The state BJP had launched its Jan Andolan movement on Monday demanding the Governor to impose financial emergency in the state, institution of investigation committee over financial mismanagement and resignation of Chief Minister Nabam Tuki on moral ground. Today, the Jan Andolan committee chairman Tame Phassang informed that the party was temporarily deferring the bandh call.
"We do not want to send off present governor with a bandh call," Phassang said while addressing the media persons at Arunachal Press Club building. He also said that the party will meet the new governor and appraise the same matters to him in detail. He added that other factor was also kept in mind while taking decision.
“Etor festival of the Adi community happens to fall on the same day and also some of our students are writing examinations on the scheduled day,” said Phassang. However he clarified that party will continue the agitation in coming days.

He made it clear to the departments that the Government is not in favour of creating any liability in this regard and all activities will have to be linked to people’s participation through skill development thereby creating productive assets and enhancing sustainable economic activities. The Chief Secretary urged upon the departments to plan their schemes and activities in such a manner which will benefit the people especially those who are living in remote areas. He also emphasized on innovative schemes based on skills of the local people.
Secretary, Planning requested the departments to take due care in their planning exercise in view of the paradigm shift in the planning process.
The departments highlighted the activities undertaken by them during last financial year and also projected their requirements as well as plans and programmes for the current fiscal through power point presentation which were deliberated upon in the meeting. All departments were directed to cut down their administrative expenditure to the minimum which will enable the State Government to allocate more funds for taking up developmental activities. The departments were advised to modify their requirements and projections based on the discussions and suggestions in the meeting before the same is finalized by the State Government.
Discussions with other departments and other stakeholders are scheduled to be completed during the next one month before finalizing the budget and plan document for current financial year as decided earlier by the State Government.
ITANAGAR, May 13: In spite of paucity of fund, the hydro power department has restored five hydel stations in various parts of the state recently.
While Rina SHP (2X1000Kw) in East Siang district has been restored in the first week of May, Tinning MHS (2X25 Kw) in Changlang district has been put into operation and power is being supplied to Rangfra Govt. college.
It is worth mentioning here that Tinning MHS (2X25 Kw) constructed under Prime Minister’s package had been lying inoperative since its installation. On the other hand, Rina SHP (2X1000Kw) had remained closed due to flood damage in September 2014.
In West Kameng district, the Saskorong MHS (3X100Kw) which was constructed by department of science and technology was lying in inoperative condition. However, Saskorong MHS have been put into operation this week after taken over from Science and Technology dept in April 2015. It is fulfilling the load demand of 60Kw of the nearby villages.
In Upper Subansiri district only one unit of Sippi SHP (2X200Kw) was operational, another unit which was lying shutdown for almost 2 years. It was also restored last week of April and presently both the units are running in parallel.
On the other hand, in West Siang district, Mechuka MHS (6X25Kw) under Renovation & Modernization scheme was completed with full load testing this week besides restoration of Siri Korong MHS (2X250Kw) at Lhallung village. However, due to shortage of staff both the Hydel stations could not be operated at the same time. The department appealed to the high authority to sanction posts of operational staff for the hydel stations.
Meanwhile, the hydro power department has lauded Phurpa Tsering, Parliamentary Secretary, hydro power, for his support in restoring the hydel stations, according to an official release.

Defection root cause of corruption: PPA

Just making complaint against financial misappropriation by the state Govt. without diagnosing the actual facts like unmindful spending of unaccounted public money during elections, the cancerous disease of political defection of popularly elected legislators from one party to another will be of no purpose and face the same as that of the ruling government in the state unless we pledge to imbibe the attitude of zero tolerance against such prevailing cultures, stated PPA President Kahfa Bengia in a party meeting on early disqualification of defected PPA legislators from Assembly.
He also urged all the political parties in the state not to entertain and issue party tickets to such defected legislators in the near future to ensure a clean and transparent government
“These legislators defect after getting popularly elected only to pay off the huge transacted amounts during the Assembly Elections. While these defections are highly demoralizing to the other rank and file of the defected party, these become one of the root causes of political corruptions in the state leading to situations we are witnessing today in the state,” said Kahfa.
In spite of the facts that the Speaker of the Arunachal State Assembly did not take into consideration any of the valid Rules of Law while acting on the merger petitions of the five defecting PPA Legislators into INC revealing a partisan attitude in his approach amounting to non compliance with the rules of natural justice and perversity among others, the PPA president said, and requested the Speaker to initiate necessary formalities for the disqualifications of the defected legislatures at the earliest.

Another objective of our visit to the Tehri Dam was to study whether such dam can be developed over Siang river or not, merit and demerits of such dams in Arunachal.
One of our findings is if anyone of the proposed dams is constructed over Siang River, the entire Siang valley may become power house of the state and the nation as well. It may promote tourism and help rapid development in industrial sector and boost rural economy besides earning revenue for the state. However, in the process, it is also obvious that many of our assets may perish with submersion of vast human settlement and forests.
But conditions of all the river valleys are not similar.
Features like topography, system of land holding, its use, nature, social system
etc. are different from one place to another. For instance, Siang valley has the
highest number of terraced paddy fields and maximum of these are likely to be submerged.
Impact of dam on tribal social system is also different from mainland social system.

Interacting with the officers of PWD and RWD departments, Tuki said that roads are lifeline of the people and there should not be any compromise on quality of road. All the villages of Papum Pare should be connected with all weather roads in next 5 years, he said.
Taking stock of all ongoing roads projects he said that road stretch from Doimukh to Harmoti and Itanagar to Jote will be declare as State Highway as many premier institutes are coming up in the Jote area.
Emphasizing on the need of donating land free of cost for roads and other projects, Chief Minister requested officers and PRI members to generate awareness among the common people on benefits of development activities. He also advised the officers to prepare and submit their action plan of respective department within a week and asked the officers to come up with full preparation in next meet on 25th May.
Tuki also informed that Nirbhaya centre and woman police centre is going to come up in papum Pare district. He further asked the DC to constitute a Committee in the district to monitor and strengthen the management of health and education functioning in the district at various circles and block levels.
Top priority must be given to proper road connectivity as roads are gateway to development, said Assembly Speaker cum Doimukh MLA Nabam Rebia while attending the meeting. The funding pattern should based on population criteria and more emphasis should be given on developing the allied sectors like tourism, agricultural, horticulture, livestock etc which are directly connected to livelihood activities of the people, Rebia said and suggested for proper allocation and monitoring for schemes for its successful implementations.

Taloh spells out welfare schemes for workers, calls for unity
PANGIN, May 13: Education Minster Tapang Taloh has called upon the workers to maintain unity and work sincerely for development of the state. He was attending an awareness campaign cum development meeting, organized by the Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) at the Pangin community hall today.
While assuring all possible help to the labour force at the time of needs, he informed that the Nabam Tuki led state government has already initiated the process of speedy and prompt implementation of various Labour Welfare Schemes for the registered workers in the state.
Housing loan has been increased to Rs. 1 lakh from Rs. 50,000, death benefit to Rs. 1 Lakh from Rs.50,000, disability pension scheme to Rs.1,800 from Rs.1,000. Tools purchasing loan was also increased to Rs.15,000 from Rs. 5,000. Medical assistance was also hiked to Rs.25,000, besides, financial assistance for marriage has been increased to Rs. 10,000 from the earlier Rs. 2,000. Financial assistance to students doing courses like Engineering, MBBS and other technical courses would be provided, added Taloh.

Earlier, APB&OCWWB Chairman cum MLA Nyamar Karbak dwelt at length about the functioning of the board and necessity of registration to get membership. He urged all to work unitedly for upholding the dignity of labour. He apprised that under the leadership of CM Nabam Tuki who is also the labour minister, the board has acknowledged the importance of labours and had initiated various benefitting schemes for them. Branch office at Pangin would start functioning soon where anyone above 18 years of age could register, he added.
MLA cum APEDA Chairman Dikto Yakar, while lauding the efforts of the Education Minister, said the people of Siang district would achieve tremendous progress in all fronts under the leadership of veteran politician Tapang Taloh.
Labour Commissioner Ojing Darung laid stress on all beneficial schemes including Central Sponsored Schemes. One Registering Officer would be posted soon in the newly created Siang district, he said. He also advised the workers to register their names and get all facilities under workers board.
In his speech, Deputy Commissioner, N Lego has stressed on proper implementation of all schemes in letter and spirit. He further said such awareness about worker’s education, rights and duties would help them to emerge as better citizens and ensure their participation for overall development of the nation. The board should organize more awareness campaigns on social security, health, hygiene and environment in interior places, he suggested.
Kenkar Yomcha, Board member and president of INTUC, President and General Secretary APB&OCWWB Dana Tadu and Tamo Taggu respectively also shared their experiences and views on the occasion. DIPRO

LDV ABK Women Wing requested the MLA, DC and SP to initiate for establishment of a Rehabilitation Centre in the district. They said they were unable to send many drugs addicted persons willing to come out of addiction to rehabilitation centres due to non availability of such facility in the district.
Gaon Burih of Meka Village Sereng Passing, Kirpa Pertin, Chairman ACLS, Mida Pertin, President AdiSU, Gaon Burahs also spoke on the occasion.

As per the report capital police besides arresting 3 police constables also recovered brown sugar from them. It’s a shame that those who are supposed to protect law are the one who is breaking the law. Drug abuse is a serious social problem. Life of thousands of youth is getting destroyed due to drug addiction.
Especially in capital complex region and in major parts of eastern Arunachal drug
addiction has become a big menace. As per the recent news report, Arunachal Pradesh
emerged on the top among the illegal opium poppy producers in the country. Of the
total 2,530 acres of poppy crop destroyed across the country by Narcotics Control

Role of pharmacists

Through your esteemed daily, I would like to highlight the role of pharmacists in health sector.
From the dawn of civilization, pharmacy evolved as an integral part of the health care system. Its primary goal is to safeguard the public health by making available the right medicines.
Pharmacist are the health professional most accessible to the public. They supply medicines in accordance with the prescription, appropriate products and in addition to this they also counsel the patients at the time of dispensing of drugs. They also provide drug information to the health professionals (doctors, nurses, etc), patients and general public.
The pharmacist is no longer a supplier of medicines only but a coordinator between a health care professional and a patient. Hence proper role and involvement of pharmacist in safe use of medicine is very crucial nowadays.
Especially the pharmacists who have obtained diploma course mostly have this opportunity to interact directly with patients and health professional.
Pharmacist’s role is not limited up to the hospital or clinic or dispensary only but also they have a great role in the field of drug discovery and development. During the discovery research phase of development of a medicine pharmacists work with other scientists to develop and select drug compounds that may be valuable as medicines. They also help the project team, which might include medicinal chemists, bioscientists, toxicologists, pharmacokineticists and others, to understand the biopharmaceutical properties of the compound, the dosage form and how the route of administration might affect the rate and extent of absorption.

Through your esteemed daily, I would like to highlight our concern regarding non disbursement of stipends. The students of Bsc Agriculture, College of Agriculture, Central Agriculture University Imphal did not receive the remaining stipend of last 3 months beginning from April 2015.
It has been happening for several times now that we have not been getting full stipend. It will be great help if the concern authorities look into this matter.

Lesser opportunities and fear of favour
Dear Editor,
Every student after attaining the requisite qualification wants to join the labour force either in the public sector or the private sector. In the case of our state , the per Capita Income of the people is so low that the business initiative are rarely taken up, so the govt service are the only viable option available to most of the general public. On top of this, the frequency of job opening in the public sector in the state is very less which increases the woes of the unemployed.
The reason I am drawing the above picture is because yesterday while filling up the treasury Challan for the post of Joint Block Development Officer under Rural Development Department for which advertisement were floated recently I overheard a conversation between two individual talking about the rampant corruption and nepotism that are present in almost all the govt. departments of the state and at such my hopes and aspiration went down and in that moment of despair and pessimism I felt that I should take up this issue and write to this esteemed daily to act as a medium to convey the message to the Director of the concerned department to please outsource the competitive recruitment examination to the APPSC which will be a better authority to look after such exams with greater fairness and also to give a chance to the commission to clear its image.

To me, physical fitness should be accorded high priority having regards to the nature of job of Police Force in addition to mental fitness. Also, due care should be taken that no history sheeter or person with doubtful character is appointed otherwise security of VIPs and even senior police officers would be at stake.
An NSCN surrendered boy who was in APP stabbed a neighbour on his stomach only for a CD during my days at Anini. I instantly wrote to the Commissioner (Home) Govt. of Arunachal Pradesh to frame Surrender and Rehabilitation Policy so that those surrendered insurgents can be tamed to respect human values and make them law abiding citizens in such Rehabilitation Centres before they are appointed to Police Force. I think, Police Department needs to introspect and something concrete should be done in this direction before it is too late.

Through this esteemed newspaper, I would like to greatly appreciate Dr. Nabam Nakha Hina HoD, Political Science department, Rajiv Gandhi University and Jobe Riba, Ph.D scholar RGU for their valuable, and very important and pertinent research work regarding corruption in Arunachal society.
I would like to suggest them to further extend, consolidate and corroborate their valuable research by referring to CAG reports on Arunachal government, expenditure reports of various departments, expenditure reports and actual work status on various state/centrally sponsored projects in various districts over last 2 decades or more.
Your valuable research can also study the economics of apex student organizations, elite societies and their role in corrupting Arunachal society. I would also like to suggest that you could carry out your research in a phase wise manner like health department and then education department and then PWD and likewise. Your research would be extremely valuable for Arunachal Society, GoAP, GoI and UNO. The present status of your research is just a kind of opinion poll and it would be complete if the research is substantiated by getting into the reality of corruption by corroborating the opinion poll with recorded data in various departments through RTI or whatever means of research.
I would also like to suggest you to produce a documentary of the same subject for faster dissemination of such valuable information. Carrying out my many suggestions would not be an easy task, but I can assure you that it is would be one of the most befitting and worthy research.
